Affordable Housing Preservation Programs
The following housing programs are made possible through the New York State Preservation Opportunity Program (NYS-POP), authorized by Attorney General Letitia James and managed through Enterprise Community Partners. Overall, this is a $12 million program created to support local housing agencies and authorities outside of New York City to develop strategic approaches to preserving existing affordable housing portfolios.
Through NYS-POP, in partnership with Enterprise Community Partners, MM Development Advisors, and Highland Planning, Wayne County recently completed an Affordable Housing Needs Assessment, which quantifies the need for new housing, as well as rehabilitation and preservation of existing units in order to fulfill unmet demand for quality affordable housing. The study also provides decision makers with technical, financial, and regulatory strategies needed to create a sustainable housing preservation plan. Given the factors summarized in this Assessment, there is a clear need within Wayne County for quality, affordable housing of all kinds—and particularly for workers, seniors and populations that are homeless or at-risk of becoming homeless.
ASSISTANCE FOR LANDLORDS
The Landlord Housing Rehab Program of Wayne County is designed to stabilize rental properties for small landlords who provide units through the housing choice voucher program, also known as the Section 8 housing voucher. This Wayne County Rehab program is administered through The Housing Council at Pathstone and provides support to landlords whose property recently failed a HUD Housing Quality & Safety (HQS) inspection. If you are a landlord who is providing housing for Section 8 voucher recipients and you are experiencing difficulty in maintaining your properties through the HQS inspection, please contact the Housing Council at Pathstone for more information about this program at 585-546-3700.

PRE-DEVELOPMENT LOAN FUND (PDLF)
The Pre-Development Loan Fund was created in an effort to support local housing agencies and authorities to develop strategic approaches to affordable housing preservation in the County. The PDLF can help catalyze affordable housing preservation projects by financing feasibility activities needed for projects to move forward. Eligible projects would need to be based on existing regulated affordable housing programs (80% AMI or lower) or existing supportive, emergency and transitional housing programs (serving homeless individuals and families with tenant rent contributions limited to 30% or below of household income), and the project must be located in Wayne County. Loan funds can be used to reimburse or pay redevelopment expenses associated with the potential development of an affordable housing preservation project. Eligible expenses include environmental studies, soil studies, engineering, architectural, market studies, options and other items to determine feasibility.
The maximum loan amount is $50,000 with $0 fees and 0% interest for a term up to 36 months. Eligible borrowers can be non-profit or for-profit owners or developers. Applicants must identify a specific affordable housing preservation project and must obtain site control or use proceed of loan to obtain site control. Applicant must show proof of 25% match of the loan amount being requested. (For example, PDLF request of $50,000 with $12,500 matching funds for a total project cost of $62,500.)
